mt76x0: phy: simplify rf configuration routines

Simplify mt76x0_phy_vco_cal and mt76x0_phy_set_chan_rf_params
routines using mt76x0_rf_wr, mt76x0_rf_set and mt76x0_rf_clear
helper routines. Moreover over get rid of magic numbers
