rk_i2s: remove unused definition

rk_i2s: change interrupt type from MISC to AV (audio/video)

This gives a higher priority to the interrupt handling thread.
We need it because its work (filling the hardware FIFO) is time sensitive.

syscon: Move syscon code in dev/syscon

We've removed kernel option EXT_RESOURCES almost two years ago.
While it was ok to have some code under a common 'extres' subdirectory
at first, we now have a lot of consumer of it and we made it mandatory
so no need to have it under a cryptic name.

rk_i2s: modify GRF_SOC_CON8 only for rk3399

The register definition has nothing to do with, e.g., rk3328.
