Kconfig: Make all Kconfig encoding ascii

Some of Kconfigs are using utf-8 encoding because of used chars. Convert
all of them to ascii enconging. Based on discussion ASCII should be used in
general with the exception of names.

Kconfig: Add missing quotes around source file

All errors are generated by ./tools/qconfig.py -b -j8 -i whatever.
Error look like this:
drivers/crypto/Kconfig:9: warning: style: quotes recommended around
'drivers/crypto/nuvoton/Kconfig' in 'source drivers/crypto/nuvoton/Kconfig'

board: rockchip: Add Sonoff iHost board

Sonoff iHost is gateway device designed to provide a Smart Home Hub,
it is based on Rockchip RV1126. There is also a version with 2GB RAM
based off the RV1109 dual core SoC however this works with the same
config as the RV1126 for uboot purposes.

tpl: Enable CONFIG_TPL_SYS_MALLOC_F where needed

Enable CONFIG_TPL_SYS_MALLOC_F for boards which have a non-zero value
for CONFIG_TPL_SYS_MALLOC_F_LEN

Note that the default is yes in most cases, so no changes are needed to
board defconfig options.
