This converts the following to Kconfig:
CONFIG_SKIP_LOWLEVEL_INIT

In order to do this, we need to introduce SPL and TPL variants of these

CONFIG_SPL_SYS_[DI]CACHE_OFF: add

While converting CONFIG_SYS_[DI]CACHE_OFF to Kconfig, there are instances
where these configuration items are conditional on SPL. This commit adds SPL
variants of these configuration items, uses CONFIG_IS_ENABLED(), and updates
the configurations as required.

global: Move remaining CONFIG_SYS_* to CFG_SYS_*

The rest of the unmigrated CONFIG symbols in the CONFIG_SYS namespace do
not easily transition to Kconfig. In many cases they likely should come
from the device tree instead. Move these out of CONFIG namespace and in
to CFG namespace.

arm: arm926ej-s: start.S: port save_boot_params support from armv7 code

The ARMv7 start code has support for saving some boot params at the
entry point, which is used by some SoCs to return to BROM.

Port this to ARM926EJ-S start code.
