Fix licenses

sel4bench: Add MEMORY_ACCESS as generic event

I mistakenly deleted it as platforms variably defined
this counter spelling MEMORY or MEM in the constant.

sel4bench: one NAME_COUNTER macro

Multiple definitions are not required not that the
prefixes have been dropped on the event constants

Name all event counter files event_counters.c
