remove copyright manifest from license check

The `reuse` tool removes this file from the check automatically, but
our checker doesn't (yet).

update .licenseignore list

the LICENSES/ directory does not carry license tags, .gitignore should
be checked, and compiled python files can be ignored.

Update .licenseignore to ignore .json files
