net: Implement loopback device in Cogent.

This is a preliminary proof-of-concept implementation of the loopback
device driver in Cogent. It works, yes, but it is highly recommended
not to use with the in-kernel loopback driver in place since it messes
with the enumeration and breaks the networking on your machine.
