Install apm(8) and and apmd(8) under MI MANPATH

powerpc64 was lacking manual pages; instead of shipping yet another
identical MD manual, merge them under MI MANPATH as usual.

powerpc64 has the sysctl's for power control, so it can use the
apmd/apm combo for -L/-H and such. (it gets all the rest of the mess too)

Retire zaurus, as it hasn't made the EABI jump and will be permanently broken
shortly when we use the hardware thread register in userland

correctly - logically complete that now by removing MLINKS from base;

authors need only to ensure there is an entry in NAME for any function/
util being added. MLINKS will still work, and remain for perl to ease
upgrades;
