New implementation of the file(1) utility. This is a simplified,
modernised version with a nearly complete magic(5) parser but omits some
of the complex builtin tests (notably ELF) and has a reduced set of
options.

Use "In" to mark up include files, instead of wrongly wrapping with Aq.

Aq is not the same as <> in non-ASCII situations, so this caused

Change all option list specifications to ".Bl -tag -width Ds". Most man
pages just needed their -width parameter tweaked to "Ds", which provides
a nice width of 6 constant characters. For consistency more than anything.

Rip out old dead legal notice, refer to BSD license. Clean up authors/history
section.

Fix some formatting problems I missed before.

In Unix land we prefer "whitespace" to "white space" or "white-space". At
least, this is the impression I get from looking at a lot of Perl docs.
