Add scandirat(3); from freebsd

To be used in httpd(8) shortly to prevent toctu issues.

This makes __fdopendir internally accessible to avoid unnecessary
syscalls in scandirat(3). Suggested & diff by guenther

compar is a function arg (Fa) not function name (Fn);

More correction of section 3 layout. directory->opendir, fts->fts_open,
getcap->cgetent. pwcache->user_from_uid. And then repair references.

Reduce usage of predefined strings in manpages.

Predefined strings are not very portable across troff implementations,
and they make the source much harder to read. Usually the intended
character can be written directly.

No output changes, except for two instances where the incorrect escape
was used in the first place.

the patch we might as well commit it...

use \-1, not -1, to change the meaning of `-' to minus sign from hyphen;
