for some time now mandoc has not required MLINKS to function
correctly - logically complete that now by removing MLINKS from base;

authors need only to ensure there is an entry in NAME for any function/
util being added. MLINKS will still work, and remain for perl to ease
upgrades;

Delete i386_{get,set}_ioperm(2) APIs and underlying sysarch(2) bits.
They're no longer used by anything and should let us simplify the TSS
handling.

Provide wrappers for the new I386_{GET,SET}_{FS,GS}BASE sysarch() calls.
In some sense, these are mainly to give names to hang manpages from.
