Due to timing discrepancies desribed in PR kern/43997, tickle the watchdog just a little bit sooner. This maintains the spirit of the test while avoiding the actual bug. This can be reverted once (if) the PR is fixed.

Add test cases to check that sysmon/swwdog will panic and reboot the kernel if left untickled.
Thanks to jmmv for the tip that doing this is possible in atf via means of fork/wait.
