gtmr: Add support for arm,cpu-registers-not-fw-configured property.
On armv7, arm,cpu-registers-not-fw-configured means that firmware hasn't bothered to configure any generic timer registers and we need to initialize cntfrq ourselves.

Revert "Include opt_diagnostic.h for DIAGNOSTIC."
This did not do what I thought it did. opt_diagnostic.h is only for the unused _DIAGNOSTIC, which seems like an abortive attempt to incrementally convert DIAGNOSTIC to an opt_*.h option rather than a command-line option.

Revert gtmr.c r1.27 and apply a workaround for Allwinner A64 SoCs based on analysis of the issue from LKML: https://lkml.org/lkml/2018/5/10/774
Since this bug is specific to the Allwinner A64 SoC, only apply the workaround when the root ("/") node of the device tree is compatible with "allwinner,sun50i-a64".
