- reorder the SUBDIR list to have correct .WAIT-based dependancies.
- fix the handling of subdir additional LIBDPLIBS so they're present
when <bsd.lib.mk> is loaded. fixes missing shlib links relative to
what the normal package does. (noted by wiz.)
