Import dhcpcd-5.5.2 with the following changes:
* Stop checking IFF_RUNNING in RTM_IFINFO in an unknown link state
* RA expiry now tiggers off the first option if newer than the prefix
* Prefer a DHCP lease over an IPv4LL one
