selftests/powerpc: Give some tests longer to run

Some of these long running tests can time out on heavily loaded
systems, give them longer to run.

selftests/powerpc: Use "Delta" rather than "Error" in normal output

Use "Delta" to refer to the difference between measurements, rather than
"Error", so scripts that look for "Error" aren't confused into thinking
there was a failure.

selftests/powerpc: Run EBB tests only on POWER8

EBB (Event Based Branches) are currently only available on POWER8, so we
should skip them on other CPUs.

I've found that at least one test loops forever on 970MP (cycles_with_freeze_test).

The Power8 Performance Monitor Unit (PMU) has a new feature called Event
Based Branches (EBB). This commit adds tests of the kernel API for using
EBBs.
