selftests/powerpc: Avoid GCC 12 uninitialised variable warning

GCC 12 thinks that `actual` might be used uninitialised. It's not, the
use is guarded by `bad_mmcr2` which is only set to true at the same
point where `actual` is initialised.

cycles_with_mmcr2_test.c: In function ‘cycles_with_mmcr2’:
cycles_with_mmcr2_test.c:81:17: error: ‘actual’ may be used uninitialized [-Werror=maybe-uninitialized]

Silence the warning by initialising `actual` to zero.

selftests/powerpc: Purge extra count_pmc() calls of ebb selftests

An extra count on ebb_state.stats.pmc_count[PMC_INDEX(pmc)] is being per-
formed when count_pmc() is used to reset PMCs on a few selftests. This
extra pmc_count can occasionally invalidate results, such as the ones from
cycles_test shown hereafter. The ebb_check_count() failed with an above
the upper limit error due to the extra value on ebb_state.stats.pmc_count.

Furthermore, this extra count is also indicated by extra PMC1 trace_log on
the output of the cycle test (as well as on pmc56_overflow_test):

selftests/powerpc: Run EBB tests only on POWER8

EBB (Event Based Branches) are currently only available on POWER8, so we
should skip them on other CPUs.

I've found that at least one test loops forever on 970MP (cycles_with_freeze_test).
