perf vendor events intel: Update elkhartlake events

Update elkhartlake to v1.04 that marks deprecated a number of events
and adds additional description to MEM_BOUND_STALLS.IFETCH. The events
data was generated by:

perf vendor events intel: Refresh elkhartlake events

Update the elkhartlake events using the new tooling from:

https://github.com/intel/perfmon

The events are unchanged but unused json values are removed. This
increases consistency across the json files.

perf vendor events: Update Intel elkhartlake

Update to v1.03. Elkhartlake metrics aren't in TMA but basic metrics are
left unchanged.

Use script at:
https://github.com/intel/event-converter-for-linux-perf/blob/master/download_and_gen.py

to download and generate the latest events and metrics. Manually copy
the elkhartlake files into perf and update mapfile.csv.

Tested on a non-elkhartlake with 'perf test':

10.3: Parsing of PMU event table metrics : Ok
10.4: Parsing of PMU event table metrics with fake PMUs : Ok
