x86/insn: Make inat-tables.c suitable for pre-decompression code

The inat-tables.c file has some arrays in it that contain pointers to
other arrays. These pointers need to be relocated when the kernel
image is moved to a different location.

The pre-decompression boot-code has no support for applying ELF
relocations, so initialize these arrays at runtime in the
pre-decompression code to make sure all pointers are correctly
initialized.

x86/insn: Fix awk regexp warnings

gawk 5.0.1 generates the following regexp warnings:

Ealier versions of gawk are not known to generate these warnings. The
gawk manual referenced below does not list characters ':' and '&' as
needing escaping, so 'unescape' them. See

Running diff on the output generated by the script before and after
applying the patch reported no differences.

objtool: Move x86 insn decoder to a common location

The kernel tree has three identical copies of the x86 instruction
decoder. Two of them are in the tools subdir.

The tools subdir is supposed to be completely standalone and separate
from the kernel. So having at least one copy of the kernel decoder in
the tools subdir is unavoidable. However, we don't need *two* of them.

Move objtool's copy of the decoder to a shared location, so that perf
will also be able to use it.
