genetlink: start to validate reserved header bytes

We had historically not checked that genlmsghdr.reserved
is 0 on input which prevents us from using those precious
bytes in the future.

One use case would be to extend the cmd field, which is
currently just 8 bits wide and 256 is not a lot of commands
for some core families.

To make sure that new families do the right thing by default
put the onus of opting out of validation on existing families.

net/smc: Add global configure for handshake limitation by netlink

Although we can control SMC handshake limitation through socket options,
which means that applications who need it must modify their code. It's
quite troublesome for many existing applications. This patch modifies
the global default value of SMC handshake limitation through netlink,
providing a way to put constraint on handshake without modifies any code
for applications.

net/smc: add generic netlink support for system EID

With SMC-Dv2 users can configure if the static system EID should be used
during CLC handshake, or if only user EIDs are allowed.
Add generic netlink support to enable and disable the system EID, and
to retrieve the system EID and its current enabled state.

net/smc: add support for user defined EIDs

SMC-Dv2 allows users to define EIDs which allows to create separate
name spaces enabling users to cluster their SMC-Dv2 connections.
Add support for user defined EIDs and extent the generic netlink
interface so users can add, remove and dump EIDs.

all available links of all available link groups. It
uses the SMC-R linkgroup list as entry point, not
the socket list, which makes linkgroup diagnosis
possible, in case linkgroup does not contain active
connections anymore.
