ipv4: prevent potential spectre v1 gadget in ip_metrics_convert()

@type being used as an array index, we need to prevent
cpu speculation or risk leaking kernel memory content.

net: remove redundant check in ip_metrics_convert()

Now ip_metrics_convert() is only called by ip_fib_metrics_init(). Before
ip_fib_metrics_init() invokes ip_metrics_convert(), it checks whether
input parameter fc_mx is NULL. Therefore, ip_metrics_convert() doesn't
need to check fc_mx.

treewide: Add SPDX license identifier for missed files

Add SPDX license identifiers to all files which:

- Have no license information of any form

- Have EXPORT_.*_SYMBOL_GPL inside which was used in the
initial scan/conversion to ignore the file

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:

GPL-2.0-only

net: common metrics init helper for FIB entries

Consolidate initialization of ipv4 and ipv6 metrics when fib entries
are created into a single helper, ip_fib_metrics_init, that handles
the call to ip_metrics_convert.

If no metrics are defined for the fib entry, then the metrics is set
to dst_default_metrics.

net: Move fib_convert_metrics to metrics file

Move logic of fib_convert_metrics into ip_metrics_convert. This allows
the code that converts netlink attributes into metrics struct to be
re-used in a later patch by IPv6.

This is mostly a code move with the following changes to variable names:
- fi->fib_net becomes net
- fc_mx and fc_mx_len are passed as inputs pulled from fib_config
- metrics array is passed as an input from fi->fib_metrics->metrics
