uapi/auxvec: Define AT_HWCAP3 and AT_HWCAP4 aux vector, entries

The powerpc toolchain keeps a copy of the HWCAP bit masks in the TCB
for fast access by the __builtin_cpu_supports() built-in function. The
TCB space for the HWCAP entries - which are created in pairs - is an ABI
extension, so waiting to create the space for HWCAP3 and HWCAP4 until
they are needed is problematic. Define AT_HWCAP3 and AT_HWCAP4 in the
generic uapi header so they can be used in glibc to reserve space in the
powerpc TCB for their future use.

I scanned through the Linux and GLIBC source codes looking for unused
AT_* values and 29 and 30 did not seem to be used, so they are what I
went with.

rseq: Introduce feature size and alignment ELF auxiliary vector entries

Export the rseq feature size supported by the kernel as well as the
required allocation alignment for the rseq per-thread area to user-space
through ELF auxiliary vector entries.

This is part of the extensible rseq ABI.

uapi/auxvec: Define the aux vector AT_MINSIGSTKSZ

Define AT_MINSIGSTKSZ in the generic uapi header. It is already used
as generic ABI in glibc's generic elf.h, and this define will prevent
future namespace conflicts. In particular, x86 is also using this
generic definition.

License cleanup: add SPDX license identifier to uapi header files with no license

Many user space API headers are missing licensing information, which
makes it hard for compliance tools to determine the correct license.

By default are files without license information under the default
license of the kernel, which is GPLV2. Marking them GPLV2 would exclude
them from being included in non GPLV2 code, which is obviously not
intended. The user space API headers fall under the syscall exception
which is in the kernels COPYING file:

NOTE! This copyright does *not* cover user programs that use kernel
services by normal system calls - this is merely considered normal use
of the kernel, and does *not* fall under the heading of "derived work".

otherwise syscall usage would not be possible.

Update the files which contain no license information with an SPDX
license identifier. The chosen identifier is 'GPL-2.0 WITH
Linux-syscall-note' which is the officially assigned identifier for the
Linux syscall exception. SPDX license identifiers are a legally binding
shorthand, which can be used instead of the full boiler plate text.

Philippe Ombredanne. See the previous patch in this series for the
methodology of how this patch was researched.

powerpc: Add HWCAP2 aux entry

We are currently out of free bits in AT_HWCAP. With POWER8, we have
several hardware features that we need to advertise.

Tested on POWER and x86.
