treewide: Add SPDX license identifier - Makefile/Kconfig

Add SPDX license identifiers to all Make/Kconfig files which:

- Have no license information of any form

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:

GPL-2.0-only

drivers: omap2: Kconfig: make FB_OMAP2_DSS_INIT depend on OF

Commit 7378f1149884 ("media: omap2: omapfb: allow building it with
COMPILE_TEST") broke compilation without CONFIG_OF selected.

Add OF dependency in order to make all configurations work again.

media: omap2: omapfb: allow building it with COMPILE_TEST

This driver builds cleanly with COMPILE_TEST, and it is
needed in order to allow building drivers/media omap2
driver.

So, change the logic there to allow building it.

drm/omap: move omapdss & displays under omapdrm

Now that omapfb has its own copy of omapdss and display drivers, we can
move omapdss and display drivers which omapdrm uses to omapdrm's
directory.

We also need to change the main drm Makefile so that omapdrm directory
is always entered, because omapdss has a file that can't be built as a
module.

video: move fbdev to drivers/video/fbdev

The drivers/video directory is a mess. It contains generic video related
files, directories for backlight, console, linux logo, lots of fbdev
device drivers, fbdev framework files.

Make some order into the chaos by creating drivers/video/fbdev
directory, and move all fbdev related files there.

No functionality is changed, although I guess it is possible that some
subtle Makefile build order related issue could be created by this
patch.
