tty: add SPDX identifiers to all remaining files in drivers/tty/

It's good to have SPDX identifiers in all files to make it easier to
audit the kernel tree for correct licenses.

Update the drivers/tty files files with the correct SPDX license
identifier based on the license text in the file itself. The SPDX
identifier is a legally binding shorthand, which can be used instead of
the full boiler plate text.

This work is based on a script and data from Thomas Gleixner, Philippe
Ombredanne, and Kate Stewart.

serial: hp300: mask the warning for people just doing build coverage

Currently this warning is triggered for allmodconfig on m68k. It is
well intentioned, in that if you are building the driver but not
enabling one of the platforms where the hardware exists, you get a
warning.

The warning dates back to pre-git days, and now we have COMPILE_TEST
so we can use that to mask the warning for people who are obviously
just doing build coverage on tree wide changes.

to fix checkpatch warnings. If no suitable device pointer is present, the
corresponding pr_* variant is used.

setup_serial_console() is obsolete and has been superseded by
early_serial_setup() which is called at the end of the function.

The IA64 arch does not call this function; only the m68k arch setup
calls this function.

serial/8250_hp300: Missing 8250 register interface conversion bits

commit 2655a2c76f80d91da34faa8f4e114d1793435ed3 ("8250: use the 8250
register interface not the legacy one") forgot to fully switch one
instance of struct uart_port to struct uart_8250_port, causing the
following compile failure:

drivers/tty/serial/8250/8250_hp300.c:174: error: ‘uart’ undeclared (first use in this function)

This went unnoticed in -next, as CONFIG_HPDCA is not set to y by
allmodconfig.

serial: group all the 8250 related code together

The drivers/tty/serial dir is already getting rather busy.
Relocate the 8250 related drivers to their own subdir to
reduce the clutter.

Note that sunsu.c is not included in this move -- it is
8250-like hardware, but it does not use any of the existing
infrastructure -- and does not depend on SERIAL_8250.
