media: rkvdec: Enable capture buffer holding for H264

In order to support interlaced video decoding, the driver must
allow holding the capture buffer so that the second field can
be decoded into it.

media: rkvdec: Move H264 SPS validation in rkvdec-h264

No functional change, this moves H264 specific validation into the H264
specific code. This is in preparation of improving this validation and
reusing it when VIDIOC_STREAMON is called.

media: rkvdec: Do not require all controls to be present in every request

According to the v4l2 api, it is allowed to skip
setting a control if its contents haven't changed for performance
reasons: userspace should only update the controls that changed from
last frame rather then updating them all. Still some ancient code
that checks for mandatory controls has been left in this driver.

Remove it.

media: rkvdec: Drop unneeded per_request driver-specific control flag

Currently, the drivers makes no distinction between per_request
and mandatory, as both are used in the same request validate check.

The driver only cares to know if a given control is
required to be part of a request, so only one flag is needed.

media: rkvdec: Add the rkvdec driver

The rockchip vdec block is a stateless decoder that's able to decode
H264, HEVC and VP9 content. This commit adds the core infrastructure
and the H264 backend. Support for VP9 and HEVS will be added later on.
