media: meson: vdec: add VP9 decoder support

This adds VP9 decoding for the Amlogic GXL, G12A & SM1 SoCs, using
the commong "HEVC" HW decoder.

For G12A & SM1, it uses the IOMMU support from the firmware.

For 10bit decoding, the firmware can only decode in the proprietary
Amlogic Framebuffer Compression format, but can output in 8bit NV12
buffer while writing the decoded frame.

media: meson: vdec: bring up to compliance

Add all the necessary bits to pass v4l2-compliance in stateful decoding
mode.

Mostly includes tracking the state of the decoder, allowing the OUTPUT
queue to stream while the CAPTURE queue is inactive, handling resolution
change events, draining with V4L2_DEC_CMD_STOP, copying more metadata
from the src buffers to the dst buffers, etc.

Add support for the Amlogic SM1 platform for the current MPEG1 & MPEG2
support.

The SM1 family, very close to the G12A SoCs, has a slighly different power
management control, thus needing a separate compatible and family id.

media: meson: add v4l2 m2m video decoder driver

Amlogic SoCs feature a powerful video decoder unit able to
decode many formats, with a performance of usually up to 4k60.

This is a driver for this IP that is based around the v4l2 m2m framework.

It features decoding for:
- MPEG 1
- MPEG 2

Supported SoCs are: GXBB (S905), GXL (S905X/W/D), GXM (S912)

There is also a hardware bitstream parser (ESPARSER) that is handled here.
