staging: iio: add proper SPDX identifiers to remaining driver files

There are a number of IIO staging drivers that do not have a proper SPDX
identifier on it. So fix that up and at the same time, remove the "free
form" license text, as that's pretty much impossible for any tool to
parse.

Staging: iio: adt7316: Switch irq_flags to a local variable

There is no need to store irq_flags into the structure as it
is always set to the same thing. Hence switch irq_flags to a
local variable.

staging:iio: Use dev_pm_ops

Use dev_pm_ops instead of legacy suspend/resume callbacks for IIO drivers.

Note that this patch introduces a few new #ifdef CONFIG_PM_SLEEP around the
suspend and resume callbacks to avoid warnings of unused functions if
CONFIG_PM_SLEEP is not defined.
