nfp: add RTsym access helpers

RTsyms may have special encodings for more complex symbol types.
For example symbols which are placed in external memory unit's
cache directly, constants or local memory. Add set of helpers
which will check for those special encodings and handle them
correctly.

For now only add direct cache accesses, we don't have a need to
access the other ones in foreseeable future.

nfp: nfpcore: add rtsym writing function

Add an rtsym API function that combines the lookup of a symbol and the
writing of a value to it. Values can be written as unsigned 32 or 64 bits.

nfp: add helper for mapping runtime symbols

Move most of the helper for mapping RTsyms from nfp_net_main.c
to nfpcore. Use the new helper directly for mapping MAC statistics,
since they don't need to include the PCIe interface ID in the symbol
name.

nfp: remove automatic caching of RTsym table

The fact that RTsym table is cached inside nfp_cpp handle is
a relic of old times when nfpcore was a library module. All
the nfp_cpp "caches" are awkward to deal with because of
concurrency and prone to keeping stale information. Make
the run time symbol table be an object read out from the device
and managed by whoever requested it. Since the driver loads
FW at ->probe() and never reloads, we can hold onto the table
for ever.

NFFW info is a resource which contains information about
the loaded application firmware. Add code which will allow
us to decode it and retrieve MIP location.
