nfp: VF rate limit support

Add VF rate limit feature

This patch enhances the NFP driver to supports assignment of
both max_tx_rate and min_tx_rate to VFs

The template of configurations below is all supported.
e.g.
# ip link set $DEV vf $VF_NUM max_tx_rate $RATE_VALUE
# ip link set $DEV vf $VF_NUM min_tx_rate $RATE_VALUE
# ip link set $DEV vf $VF_NUM max_tx_rate $RATE_VALUE \
min_tx_rate $RATE_VALUE
# ip link set $DEV vf $VF_NUM min_tx_rate $RATE_VALUE \
max_tx_rate $RATE_VALUE

The max RATE_VALUE is limited to 0xFFFF which is about
63Gbps (using 1024 for 1G)

nfp: support 802.1ad VLAN assingment to VF

e.g.
# ip link set $DEV vf $VF_NUM vlan $VLAN_ID [proto 802.1Q]

This patch enhances the NFP driver to also allow assingment of
802.1ad VLANs to VFs.

e.g.
# ip link set $DEV vf $VF_NUM vlan $VLAN_ID proto 802.1ad

nfp: add SR-IOV trusted VF support

By default VFs are not trusted. Add ndo_set_vf_trust support to toggle
a new per-VF bit. Coupled with FW with this capability allows a
trusted VF to change its MAC even after being administratively set by
the PF. Also populate the trusted field on ndo_get_vf_config. Add the
same ndo to the representors.
