mlxsw: spectrum: Assume CONFIG_NET_DEVLINK is always enabled

Since commit f6b19b354d50 ("net: devlink: select NET_DEVLINK
from drivers") adds implicit select of NET_DEVLINK for
mlxsw, the code does not have to deal with the case
when CONFIG_NET_DEVLINK is not enabled. So remove the ifcase
and adjust Makefile.

mlxsw: spectrum_dpipe: Add initial support for the router adjacency table

Add initial support for router adjacency table. The table does lookup
based on the nexthop-group index and the local nexthop offset. After
locating the nexthop entry it sets the destination MAC address and the
egress RIF.

mlxsw: spectrum_dpipe: Add IPv6 host table initial support

Add IPv6 host table initial support. The action behavior for both IPv4/6
tables is the same, thus the same action dump op is used. Neighbors with
link local address are ignored.

mlxsw: spectrum: compile-in dpipe support only if devlink is enabled

Makes no sense to have dpipe compiled in when devlink is not enabled,
because the devlink dpipe registation is noop function. So don't compile
it in. This also fixes missing extern structs errors.

mlxsw: spectrum: Add definition for egress rif table

Add definition for egress router interface table. This table describes
the final part in the routing pipeline. This table matches the egress
interface index (rif index, which is set by the previous stages and
determine the out port) and makes the decision of forwarding the packet
towards the L2 logic or dropping it.

The metadata header is added to represent this internal information.
The rif index field is mapped logically to netdevice ifindex.
