net/mlx5: Remove SF table reference counting

Historically, the SF table reference counting was present in order to
protect parallel executions of devlink ops. However, since currently
this is protected with devlink instance lock, the SF table reference
counting is no longer needed. Remove it entirely.

as it is called only from mlx5_sf_dealloc().

net/mlx5: SF, Implement peer devlink set for SF representor devlink port

Benefit from the existence of internal mlx5 notifier and extend it by
event MLX5_DRIVER_EVENT_SF_PEER_DEVLINK. Use this event from SF
auxiliary device probe/remove functions to pass the registered SF
devlink instance to the SF representor.

Process the new event in SF representor code and call
devl_port_fn_devlink_set() to do the assignments. Implement this in work
to avoid possible deadlock when probe/remove function of SF may be
called with devlink instance lock held during devlink reload.

devlink: bring port new reply back

In the offending fixes commit I mistakenly removed the reply message of
the port new command. I was under impression it is a new port
notification, partly due to the "notify" in the name of the helper
function. Bring the code sending reply with new port message back, this
time putting it directly to devlink_nl_cmd_port_new_doit()

devlink: pass devlink_port pointer to ops->port_del() instead of index

Historically there was a reason why port_dev() along with for example
port_split() did get port_index instead of the devlink_port pointer.
With the locking changes that were done which ensured devlink instance
mutex is hold for every command, the port ops could get devlink_port
pointer directly. Change the forgotten port_dev() op to be as others
and pass devlink_port pointer instead of port_index.

net/mlx5: Use devl_ API in mlx5_esw_devlink_sf_port_register

The function mlx5_esw_devlink_sf_port_register() calls
devlink_port_register() and devlink_rate_leaf_create(). Use devl_ API to
call devl_port_register() and devl_rate_leaf_create() accordingly and
add devlink instance lock in driver paths to this function.

Similarly, use devl_ API to call devl_port_unregister() and
devl_rate_leaf_destroy() in mlx5_esw_devlink_sf_port_unregister() and
ensure locking devlink instance lock on all the paths to this function
too.

This will be used by the downstream patch to invoke
mlx5_devlink_eswitch_mode_set() with devlink lock held.

Note this patch is taking devlink lock on mlx5_devlink_sf_port_new/del()
which are devlink callbacks for port_new/del(). We will take these locks
off once these callbacks will be locked by devlink too.

net/mlx5: E-switch, Remove dependency between sriov and eswitch mode

Currently, there are three eswitch modes, none, legacy and switchdev.
None is the default mode. Remove redundant none mode as eswitch mode
should always be either legacy mode or switchdev mode.

With this patch, there are two behavior changes:

1. Legacy becomes the default mode. When querying eswitch mode using
devlink, a valid mode is always returned.
2. When disabling sriov, the eswitch mode will not change, only vfs
are unloaded.

devlink: Simplify devlink port API calls

Devlink port already has pointer to the devlink instance and all API
calls that forward these devlink ports to the drivers perform same
"devlink_port->devlink" assignment before actual call.

This patch removes useless parameter and allows us in the future
to create specific devlink_port_ops to manage user space access with
reliable ops assignment.

net/mlx5: SF, Fix show state inactive when its inactivated

When a SF is inactivated and when it is in a TEARDOWN_REQUEST
state, driver still returns its state as active. This is incorrect.
Fix it by treating TEARDOWN_REQEUST as inactive state. When a SF
is still attached to the driver, on user request to reactivate EINVAL
error is returned. Inform user about it with better code EBUSY and
informative error message.

Supporting SF allocation is currently checked at two places:
(a) SF devlink port allocator and
(b) SF HW table handler.

Both layers are using HCA CAP to identify it using helper routine
mlx5_sf_supported() and mlx5_sf_max_functions().

Instead, rely on the HW table handler to check if SF is supported
or not.

Support changing the state of the SF port's function through devlink.
When activating the SF port's function, enable the hca in the device
followed by adding its auxiliary device.
When deactivating the SF port's function, delete its auxiliary device
followed by disabling the vHCA.

Port function attributes get/set callbacks are invoked with devlink
instance lock held. Such callbacks need to synchronize with sf port
table getting disabled either via sriov sysfs callback. Such callbacks
synchronize with table disable context holding table refcount.

To handle SF port management outside of the eswitch as independent
software layer, introduce eswitch notifier APIs so that mlx5 upper
layer who wish to support sf port management in switchdev mode can
perform its task whenever eswitch mode is set to switchdev or before
eswitch is disabled.

Initialize sf port table on such eswitch event.

Add SF port add and delete functionality in switchdev mode.
Destroy all SF ports when eswitch is disabled.
Expose SF port add and delete to user via devlink commands.
