net/mlx5: Fix matching on inner TTC

The cited commits didn't use proper matching on inner TTC
as a result distribution of encapsulated packets wasn't symmetric
between the physical ports.

net/mlx5: Support partial TTC rules

Add bitmasks to ttc_params to indicate if rule is valid or not.
It will allow to create TTC table with support only in part of the
traffic types.
In later patches which introduce the steering based LAG port selection,
TTC will be created with only part of the rules according to the hash
type.

net/mlx5: Embed mlx5_ttc_table

mlx5_ttc_table struct shouldn't be exposed to the users so
this patch make it internal to ttc.

In addition add a getter function to get the TTC flow table for users
that need to add a rule which points on it.

net/mlx5: Move TTC logic to fs_ttc

Now that TTC logic is not dependent on mlx5e structs, move it to
lib/fs_ttc.c so it could be used other part of the mlx5 driver.
