net/mlx5e: multipath, support routes with more than 2 nexthops

Today multipath offload is only supported when the number of
nexthops is 2 which block the use of it in case of system with
2 NICs.

This patch solve it by enabling multipath offload per NIC if
2 nexthops of the route are its uplinks.

net/mlx5: Lag, refactor lag state machine

LAG state machine is implemented using bit flags. However, all these bit
flags, except for MLX5_LAG_FLAG_HASH_BASED, are really mutual exclusive.

In addition, MLX5_LAG_FLAG_READY is used by bonding to mark if we have
our netdevices successfully added to lag and does not really belong in
the same flags variable as the other flags.

Rename MLX5_LAG_FLAG_READY to MLX5_LAG_FLAG_NDEVS_READY to better
reflect its purpose and put it in a new flags variable.

For the rest of the flags, we introduce a mode enum to hold the state
of the LAG.

Remove the shared fdb boolean flag from struct mlx5_lag and store this
configuration as a mode flag.

Change all flag related operations to use standard Linux APIs.

net/mlx5e: Lag, Don't skip fib events on current dst

Referenced change added check to skip updating fib when new fib instance
has same or lower priority. However, new fib instance can be an update on
same dst address as existing one even though the structure is another
instance that has different address. Ignoring events on such instances
causes multipath LAG state to not be correctly updated.

Track 'dst' and 'dst_len' fields of fib event fib_entry_notifier_info
structure and don't skip events that have the same value of that fields.

net/mlx5e: Lag, Fix use-after-free in fib event handler

Recent commit that modified fib route event handler to handle events
according to their priority introduced use-after-free[0] in mp->mfi pointer
usage. The pointer now is not just cached in order to be compared to
following fib_info instances, but is also dereferenced to obtain
fib_priority. However, since mlx5 lag code doesn't hold the reference to
fin_info during whole mp->mfi lifetime, it could be used after fib_info
instance has already been freed be kernel infrastructure code.

Don't ever dereference mp->mfi pointer. Refactor it to be 'const void*'
type and cache fib_info priority in dedicated integer. Group
fib_info-related data into dedicated 'fib' structure that will be further
extended by following patches in the series.

net/mlx5: Lag, record inactive state of bond device

A bond device will drop duplicate packets (received on inactive ports)
by default. A flag (all_slaves_active) can be set to override such
behaviour. This flag is a global flag per bond device (ALB mode isn't
supported by mlx5 driver so it can be ignored)

When NETDEV_CHANGEUPPER / NETDEV_CHANGEINFODATA event is received check if
there is an interface that is inactive.

Downstream patch will use this information in order to decide if a drop
rule is needed.

There could be multiple multipath entries but changing the port affinity
for each one doesn't make much sense and there should be a default one.
So only track the entry with lowest priority value.
The commit doesn't affect existing users with a single entry.

net/mlx5e: Don't block routes with nexthop objects in SW

Routes with nexthop objects is currently not supported by multipath offload
and any attempts to use it is blocked, however this also block adding SW
routes with nexthop.

Resolve this by returning NOTIFY_DONE instead of an error which will allow such
a route to be created in SW but not offloaded.

This fix also solve an issue which block adding such routes on different devices
due to missing check if the route FIB device is one of multipath devices.
