net/mlx5: Implement devlink port function cmds to control ipsec_packet

Implement devlink port function commands to enable / disable IPsec
packet offloads. This is used to control the IPsec capability of the
device.

When ipsec_offload is enabled for a VF, it prevents adding IPsec packet
offloads on the PF, because the two cannot be active simultaneously due
to HW constraints. Conversely, if there are any active IPsec packet
offloads on the PF, it's not allowed to enable ipsec_packet on a VF,
until PF IPsec offloads are cleared.

Currently each PF/VF/SF devlink port op called into mlx5 code calls
is_port_function_supported() to check if the port is either
PF, VF or SF. So make sure that the ops are registered with devlink
port only for those and avoid the is_port_function_supported() checks
in ops.

there. Use these new helpers of PF/VF loading and make
mlx5_eswitch_local/unload_vport() reusable for SFs.

for setting/clearing the vport->dl_port pointer.

devlink: Allow to set up parent in devl_rate_leaf_create()

Currently the driver is able to create leaf nodes for the devlink-rate,
but is unable to set parent for them. This wasn't as issue before the
possibility to export hierarchy from the driver. After adding the export
feature, in order for the driver to supply correct hierarchy, it's
necessary for it to be able to supply a parent name to
devl_rate_leaf_create().

Introduce a new parameter 'parent_name' in devl_rate_leaf_create().

The function mlx5_esw_devlink_sf_port_register() calls
devlink_port_register() and devlink_rate_leaf_create(). Use devl_ API to
call devl_port_register() and devl_rate_leaf_create() accordingly and
add devlink instance lock in driver paths to this function.

Similarly, use devl_ API to call devl_port_unregister() and
devl_rate_leaf_destroy() in mlx5_esw_devlink_sf_port_unregister() and
ensure locking devlink instance lock on all the paths to this function
too.

This will be used by the downstream patch to invoke
mlx5_devlink_eswitch_mode_set() with devlink lock held.

Note this patch is taking devlink lock on mlx5_devlink_sf_port_new/del()
which are devlink callbacks for port_new/del(). We will take these locks
off once these callbacks will be locked by devlink too.

Register devlink rate leaf object for every eswitch vport.
Implement devlink ops that enable setting shared and max tx rates
through devlink API.
Extract common eswitch code from existing tx rate set function that is
accessed through NDO to be reused for the devlink. Values configured
with NDO API are not visible for the devlink API, therefore shouldn't be
used simultaneously.

When normalizing the BW share value, dividing the desired minimum rate
by the common divider results in losing information since the quotient
is rounded down. This has a significant affect on configurations of low
rate where the round down eliminates a large percentage of the total
rate. To improve the formula, round up the division result to make sure
that the BW share is at least the value it was supposed to be and won't
lost a significant amount of the expected value.

devlink: Extend SF port attributes to have external attribute

Extended SF port attributes to have optional external flag similar to
PCI PF and VF port attributes.

External atttibute is required to generate unique phys_port_name when PF number
and SF number are overlapping between two controllers similar to SR-IOV
VFs.

When a SF is for external controller an example view of external SF
port and config sequence.

net/mlx5: E-Switch, Use xarray for vport number to vport and rep mapping

Currently vport number to vport and its representor are mapped using an
array and an index.

Vport numbers of different types of functions are not contiguous. Adding
new such discontiguous range using index and number mapping is increasingly
complex and hard to maintain.

Hence, maintain an xarray of vport and rep whose lookup is done based on
the vport number.
Each VF and SF entry is marked with a xarray mark to identify the function
type. Additionally PF and VF needs special handling for legacy inline
mode. They are additionally marked as host function using additional
HOST_FN mark.
