ice: Add support for E830 DDP package segment

Add support for E830 DDP package segment. For the E830 package,
signature buffers will not be included inline in the configuration
buffers. Instead, the signature buffers will be located in a
signature segment.

ice: refactor ice_ddp to make functions static

As following methods are not used outside of ice_ddp,
they can be made static:
ice_verify_pgk
ice_pkg_val_buf
ice_aq_download_pkg
ice_aq_update_pkg
ice_find_seg_in_pkg

# d67790dd 22-May-2023 Kees Cook <keescook@chromium.org>

overflow: Add struct_size_t() helper

While struct_size() is normally used in situations where the structure
type already has a pointer instance, there are places where no variable
is available. In the past, this has been worked around by using a typed
NULL first argument, but this is a bit ugly. Add a helper to do this,
and replace the handful of instances of the code pattern with it.

Instances were found with this Coccinelle script:

@struct_size_t@
identifier STRUCT, MEMBER;
expression COUNT;
@@

- struct_size((struct STRUCT *)\(0\|NULL\),
+ struct_size_t(struct STRUCT,
MEMBER, COUNT)

# 2ffd87d3 20-Dec-2022 Sergey Temerkhanov <sergey.temerkhanov@intel.com>

ice: Move support DDP code out of ice_flex_pipe.c

Currently, ice_flex_pipe.c includes the DDP loading functions
and has grown large. Although flexible processing support
code is related to DDP loading, these parts are distinct.
Move the DDP loading functionality from ice_flex_pipe.c to
a separate file.
