i40e: field get conversion

Refactor the i40e driver to use FIELD_GET() for mask and shift reads,
which reduces lines of code and adds clarity of intent.

This code was generated by the following coccinelle/spatch script and
then manually repaired.

While making one of the conversions, an if() check was inverted to
return early and avoid un-necessary indentation of the remainder of the
function. In some other cases a stack variable was moved inside the
block where it was used while doing cleanups/review.

A couple places were changed to use le16_get_bits() instead of FIELD_GET
with a le16_to_cpu combination.

i40e: use scnprintf over strncpy+strncat

`strncpy` is deprecated for use on NUL-terminated destination strings
[1] and as such we should prefer more robust and less ambiguous string
interfaces.

Moreover, `strncat` shouldn't really be used either as per
fortify-string.h:
* Do not use this function. While FORTIFY_SOURCE tries to avoid
* read and write overflows, this is only possible when the sizes
* of @p and @q are known to the compiler. Prefer building the
* string with formatting, via scnprintf() or similar.

Instead, use `scnprintf` with "%s%s" format string. This code is now
more readable and robust.

i40e: Move DDP specific macros and structures to i40e_ddp.c

Move several DDP related macros and structures from i40e.h header
to i40e_ddp.c where are privately used. Make static i40e_ddp_load()
function that is also used only in i40e_ddp and move declaration of
i40e_ddp_flash() used by i40e_ethtool.c to i40e_prototype.h

i40e: Remove circular header dependencies and fix headers

Similarly as for ice driver [1] there are also circular header
dependencies in i40e driver:
i40e.h -> i40e_virtchnl_pf.h -> i40e.h

Another issue is that i40e header files does not contain their own
dependencies on other header files (both private and standard) so their
inclusion in .c file require to add these deps in certain order to
that .c file to make it compilable.

Fix both issues by removal the mentioned circular dependency, by filling
i40e headers with their dependencies so they can be placed anywhere in
a source code. Additionally remove bunch of includes from i40e.h super
header file that are not necessary and include i40e.h only in .c files
that really require it.

i40e: Replace one-element array with flex-array member in struct i40e_package_header

One-element and zero-length arrays are deprecated. So, replace
one-element array in struct i40e_package_header with flexible-array
member.

The `+ sizeof(u32)` adjustments ensure that there are no differences
in binary output.

i40e: use int for i40e_status

To prepare for removal of i40e_status, change the variables
from i40e_status to int. This eases the transition when values
are changed to return standard int error codes over enum i40e_status.

As such changes often also change variable orders, a cleanup
is also applied here to make variables conform to RCT and
some lines are also reformatted where applicable.

i40e: Implement DDP support in i40e driver

This patch introduces DDP (Dynamic Device Personalization) which allows
loading profiles that change the way internal parser interprets processed
frames. To load DDP profiles it utilizes ethtool flash feature. The files
with recipes must be located in /var/lib/firmware directory. Afterwards
the recipe can be loaded by invoking:

ethtool -f <if_name> <file_name> 100
ethtool -f <if_name> - 100

The driver shall verify DDP profile can be loaded in accordance with
the rules:
* Package with Group ID 0 are exclusive and can only be loaded the first.
* Packages with Group ID 0x01-0xFE can only be loaded simultaneously
with the packages from the same group.
* Packages with Group ID 0xFF are compatible with all other packages.
