Revert "net/ibm/emac: wrong bit is used for STA control"

This reverts commit 624ca9c33c8a853a4a589836e310d776620f4ab9.

This commit is completely bogus. The STACR register has two formats, old
and new, depending on the version of the IP block used. There's a pair of
device-tree properties that can be used to specify the format used:

has-inverted-stacr-oc
has-new-stacr-staopc

What this commit did was to change the bit definition used with the old
parts to match the new parts. This of course breaks the driver on all
the old ones.

Instead, the author should have set the appropriate properties in the
device-tree for the variant used on his board.

net/ibm/emac: wrong bit is used for STA control register write

STA control register has areas of mode and opcodes for opeations. 18 bit is
using for mode selection, where 0 is old MIO/MDIO access method and 1 is
indirect access mode. 19-20 bits are using for setting up read/write
operation(STA opcodes). In current state 'read' is set into old MIO/MDIO mode
with 19 bit and write operation is set into 18 bit which is mode selection,
not a write operation. To correlate write with read we set it into 20 bit.
All those bit operations are MSB 0 based.

net/ibm/emac: add 8192 rx/tx fifo size

emac4syn chips has availability to use 8192 rx/tx fifo buffer sizes,
in current state if we set it up in dts 8192 as example, we will get
only 2048 which may impact on network speed.

net: ibm: emac: replace custom PHY_MODE_* macros

The ibm_emac driver predates the PHY_INTERFACE_MODE_*
enums by a few years.

And while the driver has been retrofitted to use the PHYLIB,
the old definitions have stuck around to this day.

This patch replaces all occurences of PHY_MODE_* with
the respective equivalent PHY_INTERFACE_MODE_* enum.
And finally, it purges the old macros for good.

ehea/ibm*: Move the IBM drivers

Move the IBM drivers into drivers/net/ethernet/ibm/ and make the
necessary Kconfig and Makefile changes.

- Renamed ibm_new_emac to emac
- Cleaned up Makefile and Kconfig options which referred to
IBM_NEW_EMAC to IBM_EMAC
- ibmlana driver is a National Semiconductor SONIC driver so
it was not moved
