chelsio: constify cphy_ops structures

The cphy_ops structures are never modified, so declare them as const.

Done with the help of Coccinelle.

chelsio: Move the Chelsio drivers

Moves the drivers for the Chelsio chipsets into
drivers/net/ethernet/chelsio/ and the necessary Kconfig and Makefile
changes.
