media: cx231xx: convert to the vb2 framework

This patch converts the cx231xx driver to the vb2 framework.
Since you can't do a partial conversion this is a big-bang patch,
i.e. large and hard to review. I never found a way around this.

media: cx231xx: make cx231xx_vbi_qops const

Make this const as it is only passed to the const argument of the
function videobuf_queue_vmalloc_init in the file referencing it.
Also, make the declaration in the header const.

Structure found using Coccienlle and changes done by hand.

[media] rename most media/video usb drivers to media/usb

Rename all USB drivers with their own directory under
drivers/media/video into drivers/media/usb and update the
building system.
