[Why]
Some panels request main link off before specific vertical line.
If source turn off main link after specific vertical line then
panel defect will be exposed.

drm/amd/display: expose AMD specific DPCD for PSR-SU-RC support

[why & how]

Expose vendor specific DPCD registers for rate controlling the eDP sink
TCON's refresh rate during PSR active. When used in combination with
PSR-SU and Freesync, it is called PSR-SU Rate Contorol, or PSR-SU-RC for
short.

[Description]
ref_dtbclk value is assigned in clk_mgr_construct,
but the clks struct is cleared in init_clocks.
Make sure to restore the value or we will get
0 value for ref_dtbclk in DCN31.

drm/amd/display: read PSR-SU cap DPCD for specific panel

[why & how]
For some specific eDP panel, we'd check the PSR-SU cap during boot
by reading the vendor specific DPCD, otherwise it will cause to
false report the eDP panel which supports PSR-SU as an non-PSR-SU
panel.

- add the vendor specific DPCD address in ddc_service_types header
- if specific eDP panel detected, check vendor specific DPCD for
PSR-SU cap

drm/amd/display: Add work around to enforce TBT3 compatibility.

[Why]
According to the USB4 specification, FEC and DSC should be disabled
when a USB4 DPIA operates in TBT3 compatibility mode.

[How]
Upon detecting that a USB4 DPIA is connected to a device that is known
to operate in TBT3 mode, disable FEC and DSC support if they have been
reported by the TBT3 device.

- Adding a DM interface to enable DSC over eDP on Linux
- DSC over eDP will allow to power savings by reducing
the bandwidth required to support panel's modes
- Apply link optimization algorithm to reduce link bandwidth

- Apply DSC policy on eDP panel based on its DSC capabilities
- Enable DSC encoder's on the pipe
- Enable DSC on panel's side by setting DSC_ENABLE DPCD register

[Why & How]
Dongle 0x00E04C power down all internal circuits including
AUX communication preventing reading DPCD table.
Encoder will skip DP RX power down on disable output
to keep receiver powered all the time.

This change shorten wait time when HPD LOW. With HPD LOW, without this
