drm/amd/display: Pass pwrseq inst for backlight and ABM

[Why]
OTG inst and pwrseq inst mapping is not align therefore we cannot use
otg_inst as pwrseq inst to get DCIO register.

[How]
1. Pass the correct pwrseq instance to dmub when set abm pipe.
2. LVTMA control index change from panel_inst to pwrseq_inst.

drm/amd/display: Skip backlight control delay on external powered links

[Why]
When an eDP panel is powered externally from a different GPU, we can avoid
waiting for hardware sequencing delays when switching the backlight on/off
as the display backlight is no longer powered by the original source.

[How]
This commit extends the 'link_powered_externally' variable to allow
bypassing hardware delays for additional backlight commands and force the
backlight on/off when a link is powered by another GPU.

drm/amd/display: Optimize link power-down when link powered externally

[Why]
When an eDP panel is powered externally by a different GPU, we don't need
to wait for hardware sequencing delays when powering down a link, as the
display is not dependent on the GPU being powered down.

[How]
This commit adds a variable 'link_powered_externally' to indicate when a
link is being powered by another GPU.

tranditional transmitter control. Interface is agreed with VBIOS for
eDP to use this new path to program LVTMA registers.

drm/amd/display: vbios data table packing

[WHY]
Currently we're copying the entire bios image into vbios. Loading time
for FW with entire bios(54272 bytes) is 105138us. By copying only the
sections of bios we're using(4436 bytes), loading time drops to 104326us
which saves us 812us.

[HOW]
ROM header, master data table, and all data tables will be packed in
contiguous manner. The offsets for the data tables are remapped to their
newly packed location.

drm/amd/display: make firmware info only load once during dc_bios create

Currently every time DC wants to access firmware info we make a call
into VBIOS. This makes no sense as there is nothing that can change
runtime inside fw info and can cause issues when calling unstable
bios during bringup.

This change eliminate this behavior by only calling bios once for fw
info and keeping it stored as part of dc_bios.
