drm/amdkfd: Add CONFIG_HSA_AMD_SVM

Control whether to build SVM support into amdgpu with a Kconfig option.
This makes it easier to disable it in production kernels if this new
feature causes problems in production environments.

Use "depends on" instead of "select" for DEVICE_PRIVATE, as is
recommended for visible options.

drm/amdkfd: Enable userptr support when KFD is enabled

ROCm user mode depends on userptr support. Without it, KFD is basically
useless.

Make sure HSA_AMD selects the same options as DRM_AMDGPU_USERPTR to avoid
broken configurations where userptr gets enabled but its dependencies are
disabled.

drm/amdkfd: Centralize IOMMUv2 code and make it conditional

dGPUs work without IOMMUv2. Make IOMMUv2 initialization dependent on
ASIC information. Also allow building KFD without IOMMUv2 support.
This is still useful for dGPUs and prepares for enabling KFD on
architectures that don't support AMD IOMMUv2.

drm/radeon: deprecate and remove KFD interface

To quote Felix: "For testing KV with current user mode stack, please use
amdgpu. I don't expect this to work with radeon and I'm not planning to
spend any effort on making radeon work with a current user mode stack."

Only compile tested, but should be straight forward.

amdkfd: Remove DRM_AMDGPU dependency from Kconfig

This patch removes the dependency of amdkfd upon DRM_AMDGPU symbol in amdkfd's
Kconfig file.

This is done because amdgpu driver is not yet upstreamed and therefore,
DRM_AMDGPU symbol is not present in any Kconfig file.

amdkfd: Add amdkfd skeleton driver

This patch adds the amdkfd skeleton driver. The driver does nothing except
define a /dev/kfd device.

It returns -ENODEV on all amdkfd IOCTLs.

v3: Move bool field to the end of structure, removed the pmc ioctls and added
a meaningful error message for ioctl error.

v5:

Create a new folder drm/amd and move amdkfd from drm/radeon/ to drm/amd/
Remove scheduler_class from kfd_priv.h as it was never used
Add skeleton implementation of the Get Version IOCTL

v6:
Update module version to the correct number and remove the "default m" from the
Kconfig file
