crypto: qat - fix comment structure

Move comment description to the same line as the function name.

This is to fix the following warning when compiling the QAT driver
using the clang compiler with CC=clang W=2:

crypto: qat - Move driver to drivers/crypto/intel/qat

With the growing number of Intel crypto drivers, it makes sense to
group them all into a single drivers/crypto/intel/ directory.
