powerpc: Add Power11 architected and raw mode

Add CPU table entries for raw and architected mode. Most fields are
copied from the Power10 table entries.

CPU, MMU and user (ELF_HWCAP) features are unchanged vs P10. However
userspace can detect P11 because the AT_PLATFORM value changes to
"power11".

The logical PVR value of 0x0F000007, passed to firmware via the
ibm_arch_vec, indicates the kernel can support a P11 compatible CPU,
which means at least ISA v3.1 compliant.

powerpc: Add PVN support for HeXin C2000 processor

HeXin Tech Co. has applied for a new PVN from the OpenPower Community
for its new processor C2000. The OpenPower has assigned a new PVN
and this newly assigned PVN is 0x0066, add pvr register related
support for this PVN.

# e320a76d 19-Sep-2022 Christophe Leroy <christophe.leroy@csgroup.eu>

powerpc/cputable: Split cpu_specs[] out of cputable.h

cpu_specs[] is full of #ifdefs depending on the different
types of CPU.

CPUs are mutually exclusive, it is therefore possible to split
cpu_specs[] into smaller more readable pieces.

Create cpu_specs_XXX.h that will each be dedicated on one
of the following mutually exclusive families:
- 40x
- 44x
- 47x
- 8xx
- e500
- book3s/32
- book3s/64

In book3s/32, the block for 603 has been moved in front in order
to not have two 604 blocks.
