MIPS: BCM63XX: Fix missing prototypes

Most of the symbols for which we do not have a prototype can actually be
made static and for the few that cannot, there is already a declaration
in a header for it.

MIPS: BCM63XX: Provide platform data to watchdog device

In order to utilize the bcm7038_wdt.c driver which needs to know the
clock name to obtain, pass it via platform data using the
bcm7038_wdt_platform_data structure.

MIPS: BCM63XX: Fix platform_devices id

There is only one watchdog and VoIP DSP platform devices per board, use
-1 as the platform_device id accordingly.
