Documentation: Replace lkml.org links with lore

Replace the lkml.org links with lore to better use a single source
that's more likely to stay available long-term.

timer: add fsleep for flexible sleeping

Sleeping for a certain amount of time requires use of different
functions, depending on the time period.
Documentation/timers/timers-howto.rst explains when to use which
function, and also checkpatch checks for some potentially
problematic cases.

So let's create a helper that automatically chooses the appropriate
sleep function -> fsleep(), for flexible sleeping

If the delay is a constant, then the compiler should be able to ensure
that the new helper doesn't create overhead. If the delay is not
constant, then the new helper can save some code.

docs: timers: convert docs to ReST and rename to *.rst

The conversion here is really trivial: just a bunch of title
markups and very few puntual changes is enough to make it to
be parsed by Sphinx and generate a nice html.

The conversion is actually:
- add blank lines and identation in order to identify paragraphs;
- fix tables markups;
- add some lists markups;
- mark literal blocks;
- adjust title markups.

At its new index.rst, let's add a :orphan: while this is not linked to
the main index.rst file, in order to avoid build warnings.
