Drivers under MIT, BSD-17-clause, or uncle-Bob's-newest-take-on-PD are
all fine, not just GPL.

docs-rst: add documents to development-process

Add several documents to the development-process ReST book.

As we don't want renames, use symlinks instead, keeping those
documents on their original place.
