arm64: Add more headers for code compilation

This makes ARM64 target compile more files. This patch is one of
series of patches to support new architecture, as fixes in many
places are required just to compile the code.

libroot/syscall: Add riscv64, improve error handling

* Add generic riscv64 support.
* Previously, missing architecture syscall.inc's would
result in obsecure unrecognized opcode messages.
* The logic should be identical, but with a friendly error.

mips: Remove mips

* As per the ML discussions. Bumps MIPS to tier 3.
* We've reached a unanimous descision that MIPS doesn't
target any real / valid hardware Haiku wants to pursue
at the moment. In the event that anyone wants to pursue
MIPS, feel free to fork Haiku into your own repository
(and we'll even link to it on the website ports page)
* If someone develops a viable plan for MIPS (and gets the
port working, it can be readded at a later date)

Added some libroot bits for x86_64.

Still some parts missing (the glibc bits + fenv.c), plus the TLS
functions are only stubs.
