Introduce the PIT commands as defines and used them in the pit timer
module. They should be used also in the bootloader.

Patch by Dustin Howett which 'modularizes' timers. The best timer is
automatically selected at boot time. Pit and Apic timers are implemented
for now. Thanks Dustin!
