boot splash: offset icons when no logo is present
* Makes the case where the loader and the install differ by
release type, so that the icons are rendered in the same
position

Switched boot splash compression to use boot_zlib (which was already
used by tarfs anyway) instead of RLE.
While this should allows larger logo/icons, it doesn't remove the
current 300000 bytes size limits for haiku_loader, so #6710 is not yet fixed.

Added a boot splash header file that contains only the boot icons. Later,
video_splash.cpp and boot_splash.cpp will be updated to utilize it.
Relates to #6183. See #6255 for issues on using 'splash_logo-development.png'
with generate_boot_screen.
